That, and more, changed with the adoption of the Costa-Hawkins Rental Housing Act in 1995. This little-known law provides critical protections for every single rental housing provider in the state, and especially for small mom and pop housing providers. Yet, few property owners know of its existence and even fewer are aware of the numerous attempts in recent years water-down, bypass, or repeal it altogether.
